A bulk sale can be structured for both preconstruction and completed inventory.  However, while a bulk sale provides a very quick way of disposing of inventory, the speed of the sales is directly tied to the concessions, discounts or the degree to which you are willing to align your interests with the buyers'  (note: in the traditional real estate sale, the interests of the buyer and the seller are very much at odds).
